Goregaon-Mulund Link Project Gets REC’s In-Principle Nod

The REC has accepted the diversion of 19.43 hectares of restricted forest area based on a few stipulations, and it has also requested further information before making a final decision.

According to the Free Press Journal, the Regional Empowered Committee (REC) of the Union Ministry of Environment, Forest and Climate Change has given preliminary approval to BMC's request to divert reserved forest land for tunnel construction along the Rs 6,225 crore Goregaon-Mulund Link Road (GMLR). The REC will issue its final permission for the diversion of 19.43 hectares of restricted forest land after it gets the further information it has requested.

The Sanjay Gandhi National Park's biological, geological, hydrological, and seismological issues should all be thoroughly studied, according to the REC.

Additionally, the Maharashtra state government shall inform the public of all prospective plans that call for the construction of subterranean tunnels beneath the SGNP after consulting with all interested parties.

According to the REC's minutes of the meeting, "An undertaking from BMC to the effect that 'no more tunnels other than the proposed tunnels shall be constructed by the User Agency in future' if the study requested in point 'a' above is conclusive of the requirement of only one tunnel by the User Agency, i.e. the BMC, keeping in mind the traffic situation for the next 50-100 years."

The pristine territory of the SGNP is succumbing to the threat of invasion, the REC continued, because the BMC has been unable to control the growing population inside the city since the User Agency. It is understood that without the BMC's active participation, the SGNP officers cannot completely expel these encroachers. In order to actively cooperate with the SGNP officials in evicting any encroachments from the SGNP and, if necessary, positively rehabilitating them elsewhere within a year, the User Agency should offer an undertaking.

The National Board of Wildlife (NBWL) and the Maharashtra State Board of Wildlife and Eco-Sensitive Zone have already approved the GMLR project (ESZ). The project's work is scheduled to begin in February 2023. When it is finished, the link will cut the current travel time between the two locations in half, to just 20 minutes.
